Extending IBM Auto Deal Share for Select Territories (ADS) with a global interaction layer for enterprise AI agents utilizing MLETR Protocols

MLETR is an acronym for the Model Law on Electronic Transferable Records, developed by the United Nations Commission on International Trade Law. It provides the legal framework that allows electronic trade documents (such as bills of lading, promissory notes and warehouse receipts) to have the same legal effect as paper originals. It is increasingly being adopted by countries seeking to digitise international trade.

ADS from IBM, is positioned to become a leading enterprise framework for AI Agent orchestration, governance, lifecycle management and agent-to-agent collaboration.

MLETR.com is Helping AI Agents used in Procurement comply with MLETR. This will aid MLETR adoption. MLETR.com is being operated within the framework of ADS.

Government and enterprise procurement is a massive market – often representing up to 20% of GDP – and increasingly relies on digital platforms, transparency, and interoperability.

Core Functions:

1. Identity & Discovery Layer

Assigns standardized digital identities (Generic .trade and canonical AI endpoint domains), to enterprise AI agents across specific companies, ports, sectors, and geographic regions. This Enables AI agents representing buyers, sellers, ports, and logistics providers to easily discover, verify, and interact with each other globally.
Trademarks used within the programme remain the property of their respective owners or are used under licence, as applicable.

2. MLETR Compliance & Integration.

Enables AI trade agents to legally execute paperless transactions (e.g., electronic bills of lading, warehouse receipts, trade finance instruments. Integrates within IBM’s Auto Deal Share (ADS) framework and watsonx Orchestrate® for enterprise agent orchestration, governance, and security.

3. Product Verification

Works alongside companion systems like GTINToken for product-level provenance, authenticity, and regulatory compliance.

MLETR.com, as part of Agentic-AI.Trade, is introduced as a complementary federated infrastructure layer through which enterprise AI Agents utilizing MLETR Protocols can securely identify, discover, verify and transact with one another.

Supply Chain and procurement agents built on IBM® watsonx Orchestrate® help professionals reduce costs, eliminate inefficiencies and improve supplier management. You can start with prebuilt agents for faster results or create your own automations with no code.

By connecting effortlessly to existing systems, Orchestrate enhances strategic sourcing and turns supply chain into a competitive advantage.

MLETR.com provides structure by providing regional and sector identities for AI Agents as detailed below. Over time, these agents can be integrated into a single conversational experience.

Within ADS, MLETR.com can become the reference architecture for AI agents utilizing MLETR Protocols by providing Related sector and regional AI Agent identities, facilitating enterprise AI agents to securely execute paperless international trade.

Provided AI Endpoints:

AI Agent Identities will be provided as Canonical AI Endpoints. This means they will operate as machine-readable API routes, LLM tool endpoints, and agentic identity nodes. AI Agent Identities can be provided in both Web2 and Web3.

In this model, the historic .com advantage drops because AI agents don’t browse visual interfaces; they query structured data, JSON schemas, and API endpoints. Concept purity and brevity dominate.
